Note that -t works only for classic clients.
For stream-based clients, user needs to use -S, which is sort of the same idea.

Create a new workspace using the old workspace as a template.

From the command line this is just "p4 client -t OLDCLIENT".

From P4V look for an option to use a "template" when you create the
new workspace.  (If you can't find it, open a command prompt and
just run "p4 client -t OLDCLIENT"; when you go back to P4V and refresh
the new client for the new machine should be there.)
