[p4] Open for read, could not find specified file - While submitting

I usually see the error
Open for read: FILE, could not find the specified file, some file(s) could not
be transferred from the client.

when the file to be submitted is physically missing on disk.
I've seen case when someone (possibly mistakenly) adds a new file to a changelist; later, deletes the file because the file was not really needed to be submitted, but leaves the file in the changelist.

Is it possible that the FILE is not in the workspace?

Subject: [p4] Open for read, could not find specified file - While submitting

Posted on behalf of forum user 'jamendxman3'.

I've been somewhat successfully using UE4 with my partner, but now we've
come across a problem:

When my partner tries to submit a few files, it gives the following error
message:

Open for read: FILE, could not find the specified file, some file(s) could not
be transferred from the client.

We do not know how to fix this, also a few locks keep appearing on 3 or 4 of the
files we are trying to submit. My partner has no option to unlock them, but if I
unlock the entire depot on my end, it unlocks those files in his workspace.
After trying to submit and getting that error message, the files lock up again.
The software used to edit the files is CLOSED. He is trying to submit all of
this while in the workspace tab.

Him and I are both using this version:

P4V version: Perforce Visual Client/NTX64/2014.3/1007540

Any help on the matter would be appreciated, thanks ahead of time!

The revert will not revert the file to its existent state.
The revert will update the changelist such as the changelist will not refer to this file.
Right-click on the file in p4v (say, on the Pending Changes tab) and choose Revert.
From the command line, you can run "p4 revert YOURFILE".

Revert it.Any time you don't want to submit/keep your changes to a particular file and you just want it to go back to how it was before you opened it, you want to "revert".
Well what happened is a file got deleted outside of P4V, but P4V still shows it, and it can't be deleted because it doesn't exist, I don't want to revert it back to it's existent state, we get rid of it in P4V, how would we do this?
