There is, but our users complained enough about it and stopped trusting it. :(
Interestingly, there is a P4Perl progress bar API, but someone saw the code and discovered that it was commented out. :(

If you do a shelve from the command line you should at least get file-by-file
progress information (although you don't get feedback on the progress within
a particular large file).  Not sure if P4V surfaces this; I thought
there was some kind of progress bar that got updated as files were uploaded but
maybe I'm remembering wrong.
