We've had a lot of problems (probably different from y9ours though) from reparenting streams, and we allow changing streams just to particular users (we can call them "admins", although it's more complicated than that).
The easiest place to do this, IMHO, is a stream-in trigger.

The only thing we found related to this is a checkbox in P4V's
Edit/Preferences/Streams ("Don't allow streams to be reparented with
drag and drop in the stream graph"), but this is a client setting and
relies on every user to set it for himself.
Is there a way to turn this off for every user by an admin?
