[p4] Broken Changing the Case of a Filename

If the server is configured to be case insensitive, it does not make sense to change case, so the server would not (should not) be able to do so.

I don't know what my server is. It shouldn't matter, as the server
should be able to rename files regardless of what underlying filesystem is (as
long as it's possible).
