We had the same problem. We ended up writing a script (still buggier
that I would like, but it works) which cross checks the client owners
with the perforce users. We run it with a cron job every so often and
it sends us email with what it finds.

If you want it, I can probably share it.

We have a script to delete a user.
That script would not delete the user until all clients owned by that user are deleted.
(This means that all pending and shelved changes must be either deleted or reassigned to a different owner).

Also, note that admins can reassign the ownership of the clients to an existing user - if you wish so.
There are several ways out of this situation, but the best IMHO is never get into it in the first place.
