[p4] what is a "librarian checkout"?

open for read:
depot/a010319/eng-analyzer30/apps/analyzer/docroot/include/js/theme/dropdown/button.gif,d/1.1:
Input/output error

What are these - sound pretty bad...

It means the server can't find the archive file for the version you are
trying to check out. I would recommend you give tech support a call so they
can help you get this resolved.
