Well, that's a matter of opinion. :)
Probably, more a matter of implementation. :)
What you're describing in
If you instead submitted only one of the two files. I would like to keep one of
the files in "100", while the submitted file would get 103. That way,
number 100 would still be pending.
in Perforce can be accomplished by creating 103 first (p4 change), reopening one file into that change (p4 reopen -c), and then submitting 103.
It's just a technicality, related to the implementation.
In the end, the statement
You can't have unsubmitted files in a submitted changelist.
is still true.

changelist is always either "pending" or "submitted".
Well, that's a matter of opinion. :)
If you have a changelist with 2 files in it. Let's say it has number 100.
Since you created it, other files has been submitted, taking the numbers 101
and
102. When you submit both files of your "100", you would get number
103 and changelist 100 would disappear. (That way submission will not be out
of
numerical order.)
