in Perforce can be accomplished by creating 103 first (p4 change), reopening one file into that change (p4 reopen -c), and then submitting 103.the files in "100", while the submitted file would get 103. That way,
number 100 would still be pending.
It's just a technicality, related to the implementation.
In the end, the statement
You can't have unsubmitted files in a submitted changelist.
is still true.:)
