I'm going to suggest you contact support at ***@perforce.com for this
one; you've done a marvelous job of diagnosing this so far and have tried
everything that I can think of. =) You get full support with the 20/20 version.

Just an update that I got it working.��Apparently the issue was an
Asus USB-N66 wifi adapter on the server, which I had installed a few days
prior.��I have no idea how or why, but if I plug in the Asus wifi
adapter all network connections work except p4.��If I plug in a
Rosewill wifi adapter (or hardwire it, I presume) I can connect to the p4
server.��The Asus device must have some kind of silent/hidden
firewall.

I guess I misunderstood that it could be p4 issue (rather than a network issue)
because it didn't achieve the LISTENING state, which is what the KB article
seems to imply.

Off to throw this wifi adapter in the BBQ pit...
